Well, even then, when it's historical fiction set pre-Anglicisation, you have to wonder. Caerdydd would be much more appropriate. And even after Anglicisation, people's names can still be Welsh (and there's nothing too terribly hard about names like Bran and Iwan anyway).

Indeed! In fact, it would also not be okay to Anglicise names from other ethnic minorities. But because the Welsh are white and have been conquered so very very long...
